I have played this game a lot and those random countries form that you never probably heard are Rebelions that managed to be succesful against their owners. Sometimes the country is the same within the rebelion, but a regime change occurs. (Example; Russo-Chineese war and its equal since AI usally raids off the cities and makes them rebel, and if the chineese dont stop them, a democratic china or maybe monarchist, in fact even a horde regime can pop up. But usally it happens as it turning into a nation somewhere in there in other cenarios the game have.)

I’ve played this before. New nations like Buryatia are historical ones; when rebels pop up (you can see that occasionally), if they survive for long enough then a random real-life nation within the territory they control will take over said land. For instance, if California and Colorado went to war and split Nevada, then went tow are with each other and had essentially a stalemate, the Nevadan provinces could rebel and reinstate Nevada - or, even, a Native American nation which used to live there. But they would have to be fighting one of the other two states, California or Colorado, so if they fought California and Colorado took the heat long enough for them to become Nevada, it could work. However, once they have stopped being “rebels” and become a civilisation, they are no longer at war with anyone.

There's an EUIV mod that adds native tribes to Oceania, as well as additional tribes that existed in the Americas that Paradox just seemed to forget about in the Workshop called Expanded Native Tribes II by someone called mahna mahna.
