Though I'm pretty sure that, regarding war crimes, Soldier is the biggest war criminal because he kinda just hung out in Germany slaughtering people AFTER WW2, and has just done far more heinous shit than most other mercs (except probably Pyro and Medic)

I totally called Pyro and Medic being the leaders here. Although I did think Spy would take second place relegating Medic to the third The only thing I know about war crimes is that you can't wear your adversaries' uniform and signage with the goal of attacking them or something to that effect, which puts many a fictional character in hot water, and also means that every single time Spy uses his disguise kit he's committing a war crime c:
