Does the bell weight between the two pulleys give you a longer run time? Does it require twice the weight when compared to a single pulley system? Thanks

Yes, it gives you twice the run time based on there being more string to wrap and pull. Another yes. It takes twice the weight because half the weight is supported by the anchor and that leaves the other half to pull the wheel. Good questions.
