I drive by Marlboro Ridge several times a week. Those houses are loaded. Beautiful area. Mostly black. I work in the mortgage industry, I warn people who live in black areas about the apparaisers. The appraisal process is supposed be more automated, but after 17 plus years, biases still come into play with values.

I am an appraiser local to that area (did not do this appraisal) a big problem I see, are with these AMCs (The entity who assigns the appraiser) They try to get the cheapest person they can find, which results in an appraiser coming from hundreds of miles away who knows nothing about the local market. Thats why the homeowner didn't have to pay a fee. I agree with everything the appraiser said. Appraising follows the oldest rule of any profession. "You get what you pay for". Its not always bias, its expertise. Lenders and especially AMCs dont distinguish an appraiser based on experience, quality of work, its all who will do the report the fastest foe the lowest amount possible. Homeowners hate the appraisal fee, but its a drop in the bucket compared to getting an accurate report. Hire an independent appraiser who is local to challenge a valuation.

I am also an appraiser and we like getting work. If your labeled as a bias appraiser, you get little work, plus you get investigated, sanctioned, etc. There is nothing to gain from intentionally screwing someone. Yet You get what you pay for, want a cheap appraisal? You may get an inferior result. Hire a cheap plastic surgeon, same thing.

This is so sad. If I did not personally have an experience with a luxury home in an all black neighborhood being valued lower than it should have been,; and if I did not have the experience of being a target of racial steering while looking to move up to a predominantly white golfing community , only to be led to, (yes the real estate agent asked us to follow her), to an all black lower economic neighborhood with starter homes, I would take her at her word, given her professional credentials l But I cannot because in my second negative home buying expedience, the agent on duty in the white golfing community., actually locked up the model home and asked us to follow her to a community that she thought would be excellent for us. And the house that she led us to was very similar to the starter home we were living in at the time. So after years of saving, investing and keeping our credit scores high, we were still led to a home that she felt comfortable with us having in the end. Buying another starter home was not our goal, and yes this was explained to the agent. Bottom line, she did not want us polluting those good folks goofing community. Devastating for sure. But since those experiences impacted my life so negatively, I cannot give her the benefit of the doubt and believe one word that came out of her mouth. Let’s face it, there are so many ways to rob others of opportunities to build generational wealth, firing before retirement, not hiring equity qualified people for upward mobility careers with excellent financial benefits, , and red lining, (approving mortgages for black or minority buyers only in black and minority neighborhoods and not in mostly white neighborhoods ), in urban communities across the nation. That is a proven fact. So her talking points are mute points to me, , Gail McBride in Atlanta.

I hear the independent reviewer but she is wrong to imply there are probably no biases. Several Prince George’s upscale neighborhoods are equal or in some places better than Montgomery County's, Howard County's, Northern VA's, yet the homes in Prince George’s are always valued lower. Why? Something is wrong. I have friends in the aforementioned counties around Prince George’s County and some of them with smaller homes, smaller lots, and lesser quality features inside and outside of their homes are evaluated $100 K to $200 K more than the homes in Prince George's. Why?

The State of Maryland Dept of Assessments and Taxation does mass appraisal. It does not go into the same minute detail that a private appraiser would do. It is like comparing a fast food restaurant to a five star restaurant. Properties are assessed once every three years. The market can go up and down during the three year period. State property assessments are not for selling or refinancing purposes. They are only for tax purposes.

My guess is if this man was actually selling his home, he would have had a full appraisal and it would have reflected the higher amount. How much did the appraisal impact his HELOC? Maybe that is what is causing the Exodus from Prince George’s County to Charles County and migration to the Deep South, the last 10 years. Prince George’s was building beautiful homes 1995, but the communities declined overtime. Prince George’s County is made up of people from all over the East and West coast, because of DC jobs and military bases. Original Maryland blacks came off settlements, therefore the whole subdivision mentality comes from later generations of families transplanting or moving to Maryland. after the Civil Rights Movement. I moved from Central Maryland-(Baltimore metro) to Upper Marlboro close to 30 years ago,(1996) after marrying my husband who was a native Washingtonian born and raised in D.C. Coming from the Baltimore metro area I felt we could have done better in Cecil, Harford, Baltimore, or even Anne Arundel. I felt PG County was over priced compared to Baltimore suburbs, But when some women get married you move with your husband. I will compare Prince George’s to our Baltimore County due to demographics, size etc. I was thinking we could have made out better in - White Marsh, Perry Hall, Rosedale, which was closer to my family or even Randallstown, Pikesville, and Owings Mills. I married a Washingtonian and learned quickly they live and buy more expensively than we do, because they make more in their government jobs. The education system, judicial system etc. was a culture shock coming from the other end of Maryland. The schools were under some type of segregation court order? I noticed the area was not as well kept compared to other Maryland suburbs in the Baltimore metro area. There was extreme littering , unkept communities with HOA, dumping, unkept trees and waterways. The properties were definitely higher and the taxes have more than doubled. Compared to Baltimore County and other Baltimore suburbs it declined faster. Largo Majic Johnson compared the Avenue at White Marsh never lasted. The entire shopping center was demolished, while Avenue is still building and added an ice rink. I guess we learned our lesson in where and how to purchase a home much better.
