well mostly because it has tons of theorycrafting. Anyone can be "anonymous X", so they use this "right" to do so. And since only APTs are organized and anonymous are... unorganized, it's hard to attribute things to them. and the most stupid thing is the last sentence, that an cyberattack is not an "actual actual" attack. Ever since hackers started doing their thing as phreakers their attacks were bringing real targets to their knees making infrastructure unusable. Remember stuxnet? mirai? notpetya? Or is your memory that short? I work in a CSIRT, we are dealing with this everyday. people can't buy train or plane tickets in my country and we're not even their primary target (but soon will be)
