I think belle should be higher, she shoots actual electric-plasma kind of proyectiles, which in game shows that even ionizes the air around the proyectile, this could mean that if it hits any human/alive being it would cause severe damage because of the high energy voltage affecting the nervious system, possibly paralizing them, or in the case of the older humans, giving a heart attack in the moment As well for robots the high voltage of the shot would cause a lot of damage in the inside electronics, even for surge being a huge robot If Belle retains his distance from anyone and didnt have really to flee from danger, and didnt waste that much energy, she could totally end up top 5 Yes, im a Belle main, no, her hypercharge isnt useless

As a surge main and glazer i gotta comment, surge shoots high pressure drinks, that are canonically multiple times stronger than bullets, that means giant surge can probably spam shots of juice or any liquid that can probably go through several goddamn buildings each, not to mention in his full form, he is supposed to be that size, with seemingly a light saber and JETS, he probably can just boost himself instead of flying with them, becuse no rocket can lift that much weight without specific builds, even with their world's special high tech sh-t, i dont think it'll work quite well, and i honestly think surge can stomp and crush everyone, even tara considering we havent seen her use a *big black* hole in animations nor ingame, imagine hundreds to thousands of tons of metal coming down onto you, no protection, no nothing

Since he can evaporate, because drool is 99% water, I would put him in the top twenty.
