For Liyue, I tend to think Xiangling is more normal in the eyes of people of Liyue than Yun Jin and Xinyan. Xiangling is "one of the most famous" chef in the country full of famous restaurants. While Yun Jin is the "most popular" opera performer of Liyue and Xinyan is the "most peculiar" musician in the eyes of the Liyue citizen.

Yoimiya being considered 'normal' after the Archon quests checks out, but keep in mind she has helped multiple people illegally escaped from Inazuma, not to mention she took responsibility for it and even faced soldiers confronting her about it, AND changed those soldiers' minds/made them look the other way. All while living pretty much right under the Archon's nose in the Capitol, basically. I don't think many people can talk about them helping people to escape from warzones, especially not THIS DIRECTLY, so I would've counted Yoimiya as one of the *least* normal ones. But, "current" Yoimiya, now that Inazuma is more peaceful and everything, I guess she is pretty normal. Still, she has impacted a lot of people's lives through her courage. I would've picked Thoma as more normal. Thoma is "just" a housekeeper, which, is an underestimated job yes but nothing abnormal. The person he works for is somewhat abnormal, but then he's only special because of someone else, not because of himself. He has also helped in a rebellion, which again is pretty special, but I don't think he's helped people as directly and personally as Yoimiya has. I guess when I think of "normal", I think of the opposite of "exciting". Not excited as a personality trait; Amber is a very excited and outgoing person, but she's pretty normal*. Yoimiya with her courageous background has had a more exciting life than someone like Thoma for example, or even Sayu but I don't know to what extent her ninja missions go to. (* I guess Amber does face monsters on a daily basis, which should be pretty exciting, but our reality is a little clouded since hilichurs and mitachurls are very easy to deal with, but in reality it could be pretty hard, which makes every day for Amber an exciting and challenging day.)

I like to add that thoma like kaeya isn't actually from the nation he resided in, mind you unlike kaeya he doesn't any doubts regarding his loyalty. I might be late but I would like to add some things to Heizou. Heizou is not exactly normal in the sense that honestly no one really likes him/gets easily annoyed by he rebellious and energetic personality (in Gorou’s case Heizou’s relation to the Tenryou Commission). Also, adding onto what you said about his job, he is the young detective of the Tenryou Commission, coming to his interview with a blank sheet of paper along with interviewing the interview rather than being interviewed himself and nevertheless got in despite his poor background. He also participated in in a tournament in the Tenryou Commission, only participating with his bare fists, and made it to the finals before Kujou Sara stepped in and won the tournament. So Heizou is stands out, especially among his fellow Tenryou doushins, but still relatively normal compared to the other Inazumans in Inazuma. :))

Amber 2. Yunjin 3. Yoimiya 4. Nilou 5. Layla Yunjin is pretty famous, and gets a lot of audience, which is unique because not everyone is famous so gonna cross her out As I said, Layla's split personality isn't normal so gonna cross her out Nilou is also famous/popular in Sumeru bazaar, and in her story quest played a lot of important roles and was a very important character so maybe not Between Amber and Yoimiya, personally, it's Yoimiya. That would be tough because so much characters have so much going on. While Hu Tao and Shenhe aren't adepti, they are far more "weird" than Ganyu for example. One isn't scared of death, has access to "The other side" while the 2nd despite being human has the character of the adepti (doesn't fully understad human interactions, insane strength and resilience etc).

I would like to give my opinion about Yun Jin vs. Xinyan. Yun Jin is a opera artist, and opera is a very rooted and traditional art in Liyue. Even though she's more famous, she's also more... accepted by common. Xinyan is a rock'n roll artist, and it is quite new for Liyue. So people in there doesn't accept it so easily. So that's probably why Yun Jin is more normal than Xinyan. But then again, I share only my view. It's not an indisputable fact so there's no need to worry.

Hmm, in my opinion the most boring character is Kujou Sara. To me, her entire personality is based around liking someone else. Fighting isn’t really a compelling passion, and she doesn’t exactly come out as striking. But it’s probably just personal bias to be honest.
