She may not be popular but Ice from the DC universe that has the ability of Ice or cyrokinesis. She's a member of the Justice League International. She made a few animated appearances like in Batman brave and the bold and Justice League animated series. She definitely would rank a little higher than Mr Freeze by a small margin.

DanCo is a no-talent hack and he has a voice for newsprint. He includes gear-reliant characters like Mr. Freeze and Captain Cold who aren't ice manipulators, but ignores actual _ice manipulators_ like Ice, Killer Frost, and Icicle. Oh, and when Ice gets emotional, she would seriously outpower Mr. Freeze.

Not exactly. Ymir started out as the first and most powerful Ice Giant - who are powerful, but mortal. Odin killed him at some point, but he came back even more powerful as a full elemental. He's at least as powerful as Odin, so I'd say he's probably above Iceman. But he just tends to brawl... so Iceman is the better 'ice manipulator'.

Cythonna from DC should be here, she’s the goddess of Ice and Strength. She changed the entire weather of all of Metropolis to winter, and she’s the only villain that Superman never canonically defeated. She’s stronger than most people on this list except for Iceman and Ymir.

But based on her bio, I'd say she probably scales above Ymir. Since her goal is to find a mate and spawn a race of ice elementals to freeze the universe, they'd probably make a good couple.
