Court of Owls and Black Mask. Both would go so hard in this universe. Make the entire theme of the movie based on masks. Point being that everyone's real disguise is their clean public perception, while the mask is actually their true personality. Something that everyone shares with Batman and that Riddler also briefly addressed last time. Same would also apply to Penguin now, who "cleaned his vest" and dresses up now to spent time with the high society of Gotham. Would be perfect for Robert's Bruce to create his fake playboy persona, using it to get inside of the inner circles of the Owl network and I can already envision the 'Catwoman Masked Ball' scenes.

I feel like since gotham city was flooded after the walls were destroyed in the first movie then killer croc would fit perfectly in the second movie. That could give us a horror vibe because we see how dark gotham gets at night so Image we see batman looking for clues on a case he's been working on then he hids down into the city's old storm tunnels/sewers and the only thing he has is bat flashlight or torch lighting his way. Then while he's down there he hears growling sounds and sees a pair of red or green eyes in the water at first he thinks it's just an animal that was washed down here after the city was flooded but then he turns back and the eyes are going then he hears a voice a raspy but also animalistic voice saying food then killer croc slowly comes out of the water and batman is surprised because he's never faced a creature like this. That could be a good horror story or arc for killer croc. Second villain could be scarecrow since he makes your worst fears come true and it would be interesting to see how that could play on batman's nightmares like his parents getting killed or alfred getting badly hurt so it would make it feel more personal to batman and when his infected with the fear toxin he could see or hear his parents calling out to him saying why didn't you save us or you should have done more to help them and it could take a toll on batman's mind and it would make him question if his worthy of the batman's name or the wayne legacy. That could be another horror themed villain Third villain could be clayface since he can turn into anyone or thing it could play a personal role in the movie because in the batman tas we see clayface take the form of Bruce Wayne and attack his closest friend fox and frame the real Bruce so he could turn the people of gotham against batman that would be cool to see and could give the feeling of who can batman trust and who he can't. The four villain could be deadshot the assassin/marksman since his so good with guns and has really aim so it could be like batman arkham city were we batman fighting some military soldiers or an elite squad of fighters then as one of them takes out a blade it gets shot out of the soldier's hand then we switch to deadshot's perspective and his on top a bridge with a sniper rifle with a red laser on and wearing his iconic mask with the target sight on it. That would be awesome batman the world's greatest detective and fighter going up against the world's best marksman and assassin.

The problem with the whole Elliot thing is that the character referenced in Riddler's video was involved in some pretty crazy stuff related to the Waynes and Martha specifically, and I think a lot of people are expecting Reeves to pick up on that thread at some point because it seemed significant. If he did Hush, I imagine it would, like the Riddler, be pretty different that what we are used to though.

FINALLY someone who thinks penguin should be the main villain of batman part 2 instead of a side villain. I just want Batman to beat him up for the things that he has done. Remember the riddler only has a few scenes, so 5-6 scenes with the penguin is enough. Plus they should focus more on Bruce Wayne persona, add some Harvey Dent, and some corruption in Gotham. Penguin + Clayface is an interesting choice never thought of that before.

Since Penguin already had 8 hours of screentime, other A-Listers deserve to have the proper spotlight as the "Main Villain": Hugo Strange or Scarecrow Also, Scarecrow's fear toxic could easily be used to exagerrate its victims perceptions of reality, so an affected individual would see Basil Karlo's grounded Clayface as the monsterous version, or see a regular bat as the monsterous "Manbat" and etc. and FYI, Penguin was supposed to be the main villain of Part 2, but they decided to give him a TV show instead to expand his character more

I think that Penguin would be a phenomenal main villain for part 3 for peek of the trilogy. Just think about it, we would get The Penguin season 2 which will tell the story of Oz takin further steps in climbing on social ladder by getting into politycy. He will still controll the streets as a ruthless mob and work with other gangs like Triada. And meanwhile he will be making his moves as a politician, he will be making helping campaigns for poor people of Gotham and using his charisma to gain people's love and votes. He will be giving money to the poor people, represent them in the city hall etc. Meanwhile pretending to be generous man and symbol of hope for poor people Oz will use his crime empire for politicy moves - he will be killing politicians, lawyers or cops that will stand on his way. He will use any kind of evil move to get voters and became the mayer of Gotham. Finally as a complete sociopath and psychopath he will win the elections. Oz become mayer of Gotham and he's ruthless man who eliminates every opponent , but he pretend a generous philantropist to stay on mayer seat and fulfil his dreams - he is the most important person in Gotham and everbody loves him (simillars to Rex Calabrease). At that time Oz is very grounded complicated character with whole sick backstory in 2 seasons. ANd then we see the final duel between Oz and Batman in part 3(maybe he will work more as Bruce Wayne to achive that). That movie will be a compleate breakdown of Batman's philosophy and what Gotham needs from Bruce Wayne. Oz will be finally defeat and Gotham would get hope with new mayor who will bring back justice (maybe Harvey Dent?)

I kinda want to see Mr Freeze as a disfigured serial killer who envisions himself in the suit with a freeze gun but who actually traps the people he holds responsible for his accident in enclosed spaces he fills with dry ice or pumps nitrogen into. Like an unventilated room or a refrigerator. I love classic Me Freeze but the whole robot suit isn’t gonna translate well into this world. Keep him a mysterious serial killer offscreen so we only see the results of his attacks and let his delusions be all we see of him for most of the film. Keep his disfigurements and let him believe Nora is still alive but ultimately reveal she’s been dead the whole time. He can still be sympathetic but the whole “I can cure her one day” is just a plot device to justify multiple appearances for Victor. Let him be a genuine victim but lean into his mental illnesses more than the Batman and Robin version

Sorry for long reply... but, many thoughts on Matt's Batman Universe. First: I don't hate Penguin. I think, given a universe like Matt has created, there is no real 'good and evil', just a ton of variations of grey. And, in that sense, what Oz said, pretty early IIRC, is his mentality is survival. Whatever he has to do to survive. His brothers weren't cripples or slow in the head. Had they lived, they would have gotten all kinds of praise and more, while Oz would be pitied and get nowhere. Killing them allowed him to progress. Very much like Sofia's bird story. If the little bird hadn't done away with the big one... the little bird would have starved to death. Same thing with Vic... you could tell Oz hated doing that, but as soon as Vic said he was family? Sorry man, but Oz JUST watched a lot of 2nd's off their 'family' leaders... really bad idea on Vic's part. Hard to hate Penguin when all he is doing is ensuring his survival. But, as for villains... I don't think Freeze will ever be in this universe, not because of any kind of fantastical elements, but because Penguin's mom didn't die. And, MORE, when he was told she was basically a vegetable, he went full-rampage on stuff like, 'Is there anything I can do to fix her' type stuff... then, moved her into his penthouse (which is what he told her he would do anyway). I think they are kinda doing the same as with Riddler/Hush, and combining Penguin and Freeze. For Batman 2- Rush: Could be either this universe's Strange or Scarecrow, and even Mad Hatter (as he is a master hypnotist)? Heavy usage of pretty fantastical level drugs: Bane? I don't see many others working out. But, I also really hope that my main theory comes true: People have been known to survive being strangled to severe unconsciousness. Some even experience amnesia (partial or full) from the oxygen deprivation. This can also cause mental disorders, ranging from mild to severe. What if Vic didn't actually die? He would wake up as a John Doe, only hazy memories, and a LOT of irrational anger (which is actually due to the guy he trusted so much that he chose HIM over what could have been the start of a miraculously amazing new life with a girl who obviously loved him- but he doesn't consciously remember that). This sort of 'new beginning' could involve emergency brain surgery (shaved head), cutting (due to mental disorders), not knowing who he is but trying to find out (so he goes to places Penguin would also frequent, and if Penguin yells out, "Vic!" or something...?), and because of the 'love interest' thing, he might even start stalking women (out of a subconscious need to find 'her') and then killing them after they freak out etc. I just think there is a great potential to use Vic as this universe's (Victor) Zsasz, with a truly believable backstory, and reasoning for his psychoses.

I think they’ll continue with the Noir style. follow Bruce Wayne more, and use Matches Malone as a timejump into Bruce’s investigations. Perhaps working for someone like Black Mask. I think we’ll see Batman find Vic’s ID. Main hope is for Mr Freeze as a spited Gotham scientist with a heart for environmentalism, shunned by the corruption of the city after the flood fallout. I also agree I don't think he'll be the primary antagonist... however you're argument being he can't be the main villain because he's only in 5 or 6 scenes in the movie... that's all Paul Dano really had.

I think the penguin will be a major villain in Batman 2 but not the main villain after all he still has to reach his final form as mayor cob. I think this can happen with the court of owls if Batman exposes the court of owls then the penguin can rally a large amount of anti establishment anti rich hate and campaign which currently exists and could rise from the reveal that the wealthy had been secretly controlling Gotham though corruption and from the shadows. He could then run on this which would not only threaten Batman but also is real identity of Bruce Wayne

It’s gonna be hush with the penguin playing a minor part in the movie maybe acting politically on the Bruce Wayne side of things (so they could edge us on Oz’s ass whooping) with a golden age clayface working for him or hush. The penguin would probably be the one to set up two face for the next movie which would also feature the court of owls. I could see why you wouldn’t want hush seeing as that he’s kinda similar to the riddler but that’s how it was in the comics lol but hush is a lot more physical than the riddler and I feel like Matt reeves would make him a lot more different than he was in the comics.

I think The Batman 2 is gonna be like Arkham Orgins but replace Anarky gang with Court of Owls being that it’s gonna be set in the winter and less assassins but Black Mask, Penguin, & Freeze as the main villains

Mr Freeze could easily be adapted to this Batman universe. Liquid nitrogen for the freeze gun, make his skin ice cold to the touch so if you touch him you get horrible freezer burn, make his suit something he has to sleep in each night to replenish himself . Make him a Wayne employee with same backstory for Nora. Also you can use Sophia’s doctor as the mad hatter and turn his red light machine into something he hypnotizes Batman with and almost finds out his backstory.

I dont think anyone wants to see a lackey as the big bad. Besides they tried Zsasz in that god awful Harley Quinn movie. Only good Zsasz was in Gotham.
