Nobody really signs world class players, maybe outside of Real Madrid. You buy good players on the cusp and develop them into world class players. Ederson, Dias, KDB, Salah, Pedri, Valverde, Bellingham, none of them were world class when they were purchased. Mbappe and maybe Rudiger could be considered world class when they moved to Madrid, then potentially Trent when he moves but that debatable.

Newcastle and Villa havent (unlike Spurs) qualified for Europe for 10 seasons out of the last 12 and have never got anywhere near a Champions League final (it was different 43 years ago). Spurs could do much better in the recent trophy stakes but at least, unlike the two you mentioned, have actually won something this century.

He has built the club into a great revenue earner to spend on players without oil money. He does get a high wage about £3m, next highest is £2.4m I think. He also got £3m in accrued bonuses this year not sure what they were for.

Spurs don't have the luxury of being able to attract the very best players in the world. They sign players who can develop into really good players. Dembele, Son, Lloris, Eriksen, Alderweireld, Vertonghen and Alli come to mind. Now players like Kulusevski, Udogie and Van de Ven are trying to get to that level.

Only one world class person is needed at Villa, and that's Emery. Dude got VILLAREAL, a club with a budget way smaller than Villa's, to UCL semi finals. Who cares if a player is 'washed' if he's signing for Emery's team? I only worry about Rashford because of his attitude/mental health. Villa's Top 4 team is pretty much the same team that Gerrard had in 17th. That same dickhead also ruined our finances with big wages on Coutinho, Dendonker, and the like. Eventually the lot of them will be gone from the club, I suspect this summer, and the finances can begin to recover faster than they have been recently. This financial year Villa will actually be in profit, with this latest wave of money from sales and UCL winnings. If Villa get UCL again, the bank books will be settled for the future. Villa have had a very similar journey as Newcastle, except 1 year behind, and the finances are not far off being caught up either, even if Slippy G did his best to ruin everything.
