Before I listen to this whole podcast. I'm just going to take a pool educated guess. Most of the time when your chlorine level is extremely low or you don't have any chlorine. My first go to would be check your cya level. Bob Lowry was a big promoter of stabilizer. Stabilizer does exactly what it States and its name. It is a sun blanket for pool or spa.
