I have a theory that the Central 46 weren’t established until after the first war with the Quincy. Since Yamamoto was so ashamed of his past self’s actions and the brutality of the original Gotei 13, it could be likely he helped to form the Central 46 as a means of ensuring that history wouldn’t be repeated by placing checks and balances on the power of people like himself.

I think it was like this. The original Gotei 13 were a group of bloodlusted criminals. Like the phantom troupe from HxH. After the first bloodwarefare the authorities pardoned the only two remaining members Yamamoto and Unohana of their crimes in exchange that they'll work for Soul Society now. Yamamoto founded the academy so that Soul reapers could have a better purpose in life. Unohana turned soft and started valuing lifes instead of taking them. It perfectly lines into Yamamoto's personality. He used to be a criminal, he knows that people who step out of line need to be dealt with. He was the most powerful enforcer of central 46 and they had many law that prevented anyone to become more powerful than him.

Saturo Gojo once said that it would be useless to kill the higher ups because they would be just replaced. The authorities didn't change in Bleach as central 46 is still the same. Kyoraku is the only one to bring change to this system.

In the end the only good to happen was Shazz nearly wiping them out, thus allowing Nayura and her reformists to become the dominant force in the postwar Central 46. Kira also did good in saving her. It helps that the surviving hardliners have essentially become self imposed prisoners in their living area, showing themselves to be completely cowardly. Shunsui cooperating with Nayura also helps.

Indeed. Nayura and Shunsui are the leaders the Soul Society need after so many years of stagnation and corruption. Kira being the one to save the one true reformer in the Central 46, is also yet another showcase of Mayuri being one of the key members of the Gotei, given that he was the one that revived the Lieutenant.

Hopefully C46 becomes more just and fair, but something tells me that it might not be out of real desire to become better and fairer rulers as a governing body but purely out of fear of someone following in Aizen's actions.

Truth. The reforms are essentially a knee jerk reaction to nearly being destroyed, though Shunsui and Nayura themselves genuinely want to help others. Something tells me the hardliners and nobles in hiding as of the postwar era will eventually emerge to challenge the changes but knowing Shunsui, he'll likely blackmail them with their history of corruption to keep them in line. It helps that none are popular with the public for obvious reasons.

I always read it as corrupt as Central 46 is it at least as “holy then thou” they are (I know it’s not canon but there are several movies and anime fillers that show their questionable decisions like the Bounts or the weird law about Two Shinigami having the same Zanpaktou) they would not intentionally push forward Rukia execution. With them dead and Aizen making orders “on their behalf” with his own Zanpaktou he could basically do whatever he wanted unrestricted while keeping his hands clean for most of the Soul Society arc.

Central 46 have done a great deal of harm knowingly or unknowingly. They spared Tokinada, which led him to cause more havoc in the background, as well as in CFYOW. Sparing Tokinada led to Tosen meeting him, and then his by-chance meeting with Aizen. This eventually led to Aizen and Tosen forming an alliance and being involved in the defection, which put the captains at a severe disadvantage during future battles. They banished Urahara, who was probably the only one at this point who stood a chance against Aizen or could've known about his tactics. They prevented Zaraki from further learning Zanjutsu, and thus, handicapped him. Their rules also led to the whole deal with Rukia's execution. While they do maintain a sense of conduct, their fairness always seems to be dictated by those who possess influence and power, not truly 'fairness' or 'justice'. No wonder both Tosen and Aizen hated it. It's great to know that Nayura did try and make a change. Though we will have to see how long it lasts in such a world where true goodness is scarce. there was a filler arc in the anime where a princess was abducted by a strong soul user and her reactions to everything acting as high nobility to the soul society was obviously one of the markers for the 46. there are 5 known noble houses. but other noble houses filled in the bureautic of soul society akin to previous Japanese Regimes of Emporer, high shogun "nobles" and then rich nobles who were under not complete ownership but did govern their districts. so seeing these 46 would have been more aware of how the soul society worked throughout the entire time that way it made it easier to transfer from when Aizen to a true actual administration.

I never liked the trope of corrupt officials ruling the organization who do nothing but make orders without any retribution to them. Other examples I can think off the top of my head include the higher-ups in JJK, Konoha council in Naruto (sans Danzo), Alchemist Academy from Kamen Rider Gotchard

I always felt Kubo didn't think this through. In first chapters we get some hints that Central 46 is powerful and they have their own agenda but it wasn't very clear. That's why their death was very convenient for Kubo - he just left them without further explanation. They actually don't exist in Hueco Mundo arc (even considering it was to early to choose new members it is weird they weren't even mentioned during that time) and in Quincy arc they are still not as much important as in first two arcs of Bleach. It was very strange for me they were so isolated from all the Soul Society community. And how they can stay anonimous, when it had to be obvious who was chosen, right? Wouldn't it be suspicious if one day one person from the nobles disappear without explanation? A promotion to Zero Squad was audible and obvious. Also I'm not sure the Central 46 was meant to protect interests of the big families. They decided to sentence Rukia to death and even knowing it was Aizen's scheme no one actually doubted it was their doing. Also it was them who expelled Yoruichi - captain and a very important shinigami, a trained one whose opinion was respected. And what about Shiba family (here I'm not sure) - wasn't Central 46's decision needed to expel them from the society?
