That is John Giant( Yes, that’s his name), who made his first appearance in I believe episodes 46, when the many places were reacting to Luffys bounty. And by the perspective of the shot when he came in, he was massive compared to everyone else, so that kind of gives you a hint of what he is.

My theory is that Tequila Wolf's construction was demanded by the Celestial Dragons 700 years ago, probably as a way for one of them to walk from an island they liked to another island they liked without thinking about how long it'd take to build, and over time, everyone just forgot why it was commanded to be built, so the World Government just uses it as an endless slave labor camp for prisoners.

In case someone was wondering... Since the straw hats all got sent to different places... both the settings and the characters for each one of them are new... therefore it is almost the same as getting the animation team to work on 9 different shows at the same time which is not something very good for their health if they try to keep up with the broadcast schedule... so the company instead decided to outsource around half of the job to different companies... the most noticeable one was Robin's story... but since the story had a different feel to it they allowed for a change in style while the others had to get as close as possible to the original... though Ussop's is quite noticeable too in terms of difference... but you can see they had been trying to keep as close as possible to the original in that one...
