Why Are Chip Bags So Hard To Recycle?

The modern chip bag took decades to evolve from a single sheet to a complicated mix of plastics and aluminum. The design, referred to as a multilayered package, is used in everything from juice boxes to ketchup packets to yogurt pouches. The use of so many materials means the packaging is almost never recycled. One entrepreneur is tackling this ubiquitous waste stream in India by turning it into sunglasses.

Pretty admirable tbh. But- what about the water + chemicals which dissoves/process some of the plastic, does it contain plastic and how is that managed, and, again, it is essentially recycling a bad plastic product into a good less plastic-y product that is indestructible and is still gonna outlive humans. Would love your answers on this!

This seems like a really complex and expensive process to apply in large scale. Isn´t waste to energy incineration technology a more cost effective way to get rid of chip bags waste?
