NEW DELHI: It’s a major step towards atmanirbharta in defence under which a private sector entity would make military aircraft in India for the first time. According to the ₹22,000 crore deal, Airbus will deliver the first 16 C-295 transport aircraft for the Indian Air Force in ‘fly-away’ condition from Spain within four years. The next 40 planes would be made at a facility in Vadodara by its Indian partner Tata Advanced Systems Ltd over the next 10 years. In this episode of ‘Ask Nitin’, StratNews Global Editor-in-Chief Nitin A. Gokhale explains why this project is a big deal.

Clear picture of advance country manufacturing across the country must emerge with ai incorporation without idiotic dilly dallying typical of india syche experimenting indigenous diversification to show self reliance wastage of funds and then learning from mistakes as second class people

Government are too slow to react to changes . Hal is too bogged down in bureaucracy & old mindset , need private industry to speed up knowledge acquisition of knowledge & know-how. Lot of talent & energy been stifled by less talented hierarchy who only interest is in keeping their job & status.

Sir Namaskar! You say it's about 56 aircrafts, right! 16 coming in fly-away condition. 40 manufactured here, starting with semi-knocked down kits to fully knocked down kits to parts to locally manufactures parts & assemblies ... all great! However, if it is going to go on for 10 yrs then it is basically 4 aircrafts per yr (and not 10, with only 40 to be made here). So it's going to be a modest assembly, with not much automation in the beginning and as things progress this same facility will grow to become a fully functional MRO for this aircraft. Am I right in saying so?🙏🏼

I think over times more will be ordered up to 150 i think since aircraft it is replacing and could be replacing(an 32) India also has 150 of those over decades may go up to 200 according to airbus

I am not happy about Nitins answering to Rowan's first question... My answer : Hi Rowan, here you need to think about TATA, it's a Salt to Satellite company. TATAs already supplying many parts to Airbus including Doors for Aeroplanes. The robust growth of our MSME since from 2014 is enviable., apart from it, The L&T, Mahindra, Reliance, BHELL, Ashok Leylands....OMG we don't have any short of expertise ❤😃😃

Even the Avros (HS748) which C295 are replacing were made in India by HAL in Kanpur facility. Marut (HF24) on the other hand was a fighter designed in India by Dr. Tank from Folke Wulf of Germany who had made India his home after the big war. They all were attempts towards aatmanirbhar Bharat but none (Political leadership, bureaucracy, and there military leadership) were vested enough in aatmanirbharta. And then there are the doubters like this speaker … who forever will doubt our ability. Therefore, the only difference here is that C295 are being made by Tatas. This is a huge value add.

In competition with HAL's 228, NAL is developing another indigenous commercial 19-seater aircraft *Saras Mk2* which is powered by two Canadian Pratt & Whitney turbo-prop engines. According to NAL, the Saras Mk 2 is better in every respect than the 228 including features such as high cruise speed, lower fuel consumption, short landing and take-off distance, low cabin noise, operable from high and hot airfield, with pressurized cabin, operable from semi prepared airfield and low acquisition and maintenance cost. The project was conceived in 1989 & faced many ups & downs. It was sanctioned by the US Govt on 24 September 1999 after the nuclear tests with initial schedule of its maiden flight by March 2001. Despite the sanctions, the first Saras (PT1) completed its maiden flight at the HAL airport in Bangalore on 29 May 2004. Then, the aircraft unexpectedly crashed in 2009 during a test that killed all three crew members. The DGCA had done a thorough investigation & exonerated the aircraft from any design flaw or poor-quality production, however the program was killed by the previous government. However, the Modi government gave the project a second chance in late 2016, when its revival was announced in 2017 air show. Since that bit of good news, NAL has incorporated design modifications and improvements on the Saras PT 1 model, like 2x1200 shp engines and 104-inch diameter propeller assembles to cater to second segment climb gradient requirements, improved flight control system & avionics, rudder area, main wheel and brakes to cater to 7100 kg AUV, indigenously developed stall warning system, etc. While it uses Canadian Pratt & Whitney engines (vulnerable to Western sanctions), HAL is close to productionalizing the indigenous HTSE-1200 which could be adapted for the Saras. The second of the 20 test flights planned for Saras PT1N was completed in 2018, following which the production version would be frozen. The HAL has been identified as the production agency for the military version of Saras, while production of the civil version will be given to private industries like the Tatas, Mahindra and Reliance companies. The Saras saga is full of twists & turns, geopolitical intrigue, grit & determination in the face of persistent opposition.

Thanks for an interesting discussion. Nitin Gokhale’s projections on the value added chain by MSMEs in the manufacture of this Airbus C295 aircraft and the expertise gained thereby in generating more revenue through repairs and servicing for global customers, seems like a fillip to indigenous military aircraft manufacturing. There will always be those who doubt India’s ability to measure up to the task, but the country has a proud achievement in its indigenously produced aircraft carrier, as well as conventional submarines. In fact, even in the pharmaceutical and vaccines sector, India is a major global competitive supplier today.

there is a news that HAL is working on a project of manufacturing a new jet trainer HLFT32 which hasn't been encouraged by the IAF as they are contented with HJT16 that is currently going through the certification process. my question to you Mr. Gokhale is why HAL is so keen to manufacture an altogether newly designed trainer aircraft which currently certainly not needed by the IAF as they are reluctant to support it. In place of it the working on a new military transport aircraft of IL76 catagory is more essential as it will come to the reality after another decade or so if pursued vigorously from now on ? I thinkHAL is more than necessarily taken fancy of LCA project and is wasting time, money & efforts on this fancy jet trainer HLFT

The fact that we are looking at an indegenous multi role combat aircraft to fly in the 2030s and that too with an imported engine speaks about the enormity of the challenge that is jet engine. May the gods be kind to us until we get out act right.

Nitin sir, why couldnt we absorb the technology received in the HDW submarines from germany. The deal included ToT signed in 1980s. Similar deal was signed by South Korea and they successfully done the ToT and are now equipped with submarine tech whereas India is still dependent?

Because that deal was cancelled due to allegations of corruption. Only two out of the eight submarines were made.

It is not as if India has not absorbed any technology but if you look at Indian defence budget during 1980s we couldn't have persued multiple projects. The option was either to invest on a conventional submarine or the ATV. the govt invested on ATV and hence we have arihant

For the last 60 years, our DPSUs have made the latest aircraft under license--Gnat, Mig-21, Jaguar, Su-30 etc--and have still failed miserably to make any successful aircraft of any type. By the Grace of Shiva, hopefully Tata manages to absorb the technology and produce our own aircraft.

What happened with INS Vikrant is we acquired a capability vis a vis Cochin shipyard but that hard earned skill will be diminished if road map for next carrier is not finalized. Same thing is happening with our Submarine program. Hoping the same doesn't happen with our aircraft manufacturing capability which too happened in past, doesn't happen this time.

*Lockheed Martin* -in 2007-08, Tata & Lockheed Martin signed an EOI. In 2010, Tata Lockheed Martin Aerostructures (TLMAL) JV started the manufacture of the entire tail section of all the C-130 Super Hercules aircraft produced in the world. -In 2018, TASL signed an agreement with Lockheed Martin to begin the production of all the wings for the F-16 Fighting Falcon fighter aircraft globally. The F-16 has is currently serving in the air forces of 25 nations. *Sikorsky* -started a JV with Sikorsky in 2010 to manufacture the Sikorsky S-92 helicopter in India for the domestic civil and military markets - in 2012, the JV started making components for other aerospace original equipment manufacturers (OEMs) *Boeing* - the Tata Boeing Aerospace Limited (TBAL) joint venture in Hyderabad was started in 2015 for the production of fuselages, secondary structures and vertical spar boxes for the AH-64 Apache Attack helicopter. In July 2022, Tata reached a milestone with the delivery of the 100th fuselage. The U.S. Army is the primary operator of the AH-64 and it is the primary attack helicopter of multiple nations - in Feb 2021, the Tata Boeing Aerospace Limited (TBAL) commenced the manufacture of complex vertical fin structures for the 737 family of airplanes *Pilatus Aircraft (switzerland)* - in 2016, Tata entered an agreement with Pilatus to produce structures for the Pilatus PC-12NG from 2016 to 2026. Since 2019, the PC-12 is the best-selling single-engine turbine-powered aircraft in the world, also used by the USAF. *Airbus* - this is the topic of this video - this year, Airbus Defence and Space and Tata Advanced Systems Limited (TASL) approved a JV for 56 C-295 medium transport aircraft for the IAF, with an additional 6 units for the Indian Coast Guard. Airbus will supply the first 16 aircraft in flyaway condition while the remaining 46 will be assembled in India under the JV. The C-295 is in service with the armed forces of 15 countries *Grob Aerospace, Germany* - Feb 2021, the Tata Group obtained the intellectual property rights of the Grob G 180 SPn jet from Grob Aerospace. Tata will develop a military variant to be offered to the Indian army as a Signals intelligence gathering and surveillance platform. *RUAG International (Switzerland)* Till two years ago, HAL used to make the Dornier 228 under license from RUAG. HAL used to supply the fuselage, tail and wing units and the aircraft used to be assembled at the RUAG’s German facility. These aircraft were being supplied to the Indian armed forces as well as buyers in Europe. The aircraft has a maximum cruise speed of 428 kilometres per hour and a maximum range of 700 kms. From the mid-1980s to mid-1990s, regional airlines Vayudoot, a joint venture between the then Indian Airlines and Air India, operated Dornier 228 aircraft. But at that time, it was a German aircraft. In December 2017, the DGCA issued a ‘type certificate’ (airworthiness certificate which is an approval to fly an aircraft for civilian commercial purposes) for the Dornier 228 to the public-sector Hindustan Aeronautics Limited (HAL), which makes the aircraft at its Kanpur plant. The completely indigenous Dornier 228 - made in India from the raw material stage itself - made its debut at the Dubai Air Show in 2020. HAL had modified the aircraft for commercial operations. It has advanced avionics and top-class safety features as well as advanced capabilities to negotiate rough weather and other adverse conditions. There are as many as 150 airports and airstrips in the country where only small aircraft (up to 20-seaters) can land or take off. HAL’s Dornier 228 is ideal to operate out of such airstrips.
