For more than a decade, the Canadian government has presented to the young people of the world a vision of the Canadian dream that does not always match the reality, portraying the country as a land of tolerance, opportunity and world-class education. The government has spent tens of millions of dollars on advertising, promotional videos, higher education fairs and online marketing. And the effort has paid off, because by 2023 Canada was hosting 1,040,000 international students, who spend billions of dollars on tuition, housing and other expenses such as their private health insurance. So in addition to contributing to economic growth and expanding the country's cheap labor force, Canada had earned a reputation for being friendly and open to immigrants. However, in March 2024, the Canadian government announced that it would no longer take in as many immigrants as before. So the questions are: why did Canada want so many immigrants? Why is it now backing down and no longer wants to welcome so many? And how did the Canadian education sector scam thousands of immigrants?
