When the Dragon Ball Z video games were being developed, they had to program the dialogue around the original Japanese voice cast. In America, Goku, Cell, etc. change their voice with each level of transformation. This was something that was exclusive to the English dub so as a result, there simply wasn’t enough room to add additional dialogue for all of the transformations. It seems like later dragon ball games fixed this issue, but if you’ve ever wondered why Cell keeps his base form voice throughout the games…now you know.
