I had a cat that always had choppy short whiskers. I found him as a kitten, I found a slightly older kitten that was so malnourished she was smaller than him. As she drank more milk and grew stronger she would play rough and knock his whiskers off.

One time i showed the fallen whisker to its previous owner...my cat proceeded to attack. He bit into it and impaled it in his gum. Then he proceeded to panic and run around ghe entire house. The whisker comically sticking out of his mouth. I had to pin him down when he finally reached qnd struggled on a bed. That sounds like she was picking on him. It can happen between kittens in litters sometimes just like with people. Usually it isn't too bad and it doesn't sound like it continued, so it might have just been a moment of jealousy or irritation. As long as it doesn't turn into bullying it's nothing to worry about and completely normal.
