Despite the clickbait thumbnail it is NeosVR not VRChat. Anyone in NeosVR can resize themselves with out any mods. You can tell it's NeosVR by: * The collar bubblez wears (it's a special Neos collar for leashing people) * The yellow dog-man popsicle (main dev of Neos) * the fact that Neos was mentioned in one section * the weird circle radial menu they activate (VRC has a radial menu but it looks drastically different from the Neos one) * random things seem to be pulled out of no where and grabbed from the environment in mass (sure you can do this in VRC but it needs to be in the world or built into the avatar) * out of place/memeish things are just placed everywhere (such as massive amount of pictures that seem like they where just tossed up randomly because they are) rather than built into the environment in a seamless way * respawning of other users by random objects (the "it's wizard time" hat for example) * Picking up and carrying bubblez around? (I don't know if VRC has such a thing so this one may be doable but AFAIK it doesn't) * the randomness of everything outside of bubblez's actions (due to a lot of the above things are much more tame in VRC where as in Neos anything is possible with enough time and effort... though the time and effort can often be a lot with things being not so user friendly in Neos)
