there could also be a rail and a slightly larger cue ball that gets forced out of the chute by that rail

Not sure what you mean. Do you mean they should be free? Or do you mean they should take contactless payment and or chip and pin cards? I totally agree on the contactless payment option. The pool tables in bars are there to give the people in the bar something to do. They also take up space so they can not be free. Also pool in america is dying and not that popular.
