I'd highly recommend listening to the full original version of the "Penis Music" song, "Rubber Band". The part used in the meme is literally only the first 30% of the song, the rest of the track has a very different impression.

Only thing that this is missing is an amen break, it's a staple of music from Emma Essex. Emma is the creator of Rubber Band (penis music), who goes by many different aliases such as Renard Queenston, Jackal Queenson, NegaRen, Furries in a Blender, Mayhem, The Quick Brown Fox, etc.

'Rubber Band' is a musical homage to classic cartoons. How did that get to be called "penis music?" 4:11 Probably been used in, like, a squillion cartoons. 6:05 A 10-year-old today wouldn't get it. You would have had to have been 10 years old in the '70s, '80s, or early '90s. That way you would have absorbed the influences of '40s cartoons (which were in reruns when we Gen-Xers were young'uns), gross-out humor, and techno music.
