How does the phase & frequency "locking" happen when a new power plant is brought online? Great video as always!

They basically first align the phase & frequency of the generator manually to match the grid as closely as possible and after it is switched online, its permanently locked. That is because if the generator was slowed too much, it would act as a motor and pull current from the grid, so the motor always matches the grid's frequency.

When grid has a supply shortfall, this usually manifests as frequency drop instead of voltage drop?

You mean in cases that the load is increased? Yes, that will result in a minor frequency drop. Actually the system counts the number of cycles and adjust it over time to be correct. You as a costumer know that from the fact that many clocks are driven by the 50/60Hz.

Say the generator is driven by a water turbine. You open for more water and the generator output voltage will rise a tiny bit over the others. This generator will now deliver more energy into the grid.
