You should worry more about the drunk drivers instead of victimless infractions that driver make that don't cause an issue.

+A Han There is no simple way to answer this question. But why would you think that infractions are victimless? Any infraction could cause something to happen to the driver or to another motorist, and now you have a victim.

@@CopsCourtandCommunity they are victimless because the was no victim ti the infraction you witnessed. You being the cop can't be a victim to someone using there cell phone to make a call that caused no harm to anyone. It's just cops being a road pirates.
