The punnet square where both parents have hemophilia actually says the chance that their children will get it is 100%.

for the hemophiliac man and the normal woman, will the phenotypic ratio be 1:1:1:1 or not?

If she's not a carrier, pr will be 1:1 with healthy male and carrier female both being 2 spots on the Punnet square. Of she's a carrier, than pr is 1:1:1:1.

what would be the chances of having a normal child if male is affected and the female is a carrier? is it 50%?

There is a 50% chance of having a son that is unaffected. Daughters will either be obligate carriers or have the disease because their odds of getting 1 bad gene are 100% (dad) and they would have a 50% chance of getting 2 bad genes. If you're unfamiliar with the meaning, an obligate carrier is someone who is guaranteed to have the faulty gene for a genetic disorder such as the daughter of a known hemophiliac.
