Far too early to confirm yet but hopefully yes. Past games have proven that human antagonists are far more interesting than mere Arcana Shadows. The members of P2's Masked Circle were just as twisted as Adachi or Akechi but united by the desire to see their wishes granted, submitting to Joker/Nyarlathotep's leadership. I can certainly see new dark Persona users driven mad by the fear of either too much tradition or too much change. Lots of people grapple with that IRL.

A game similar to Persona, Caligula Effect, actually did allow you to join the evil team of the game and have bonds with them to better understand their worldview. It would be interesting to see Persona do something similar.

I remember early concepts for Persona 5 had the idea to make it a globetrotting adventure, but they switched to the Tokyo setting after the infamous tsunami to show Japanese patriotism and heavily criticize those they thought handled it incompetently. I think it'll be cool if they do a globetrotting adventure for P6. Have each party member be from a different country. Maybe they could have a unique Suite Life on Deck setup where the school travels from nation to nation as some special abroad program.

I think it would be cool if there was like a terrorist organization working in the other world that you’d have to fight throughout the game, with key members being the bosses of each chapter

I think the idea behind the Confidant system would be where the characters reflect both the Upright and reverse sides of the Arcanas.

I don't think they'll ever make a q3, q2 didn't sell well at all in Japan. (They might have actually lost money on it) And then because it sold so poorly it didn't have the budget for eng voice acting, which means even less people picked it up because some people just have to play dubbed games. Of course, they did port etrian odyssey to steam, maybe there's some hope for pq 1 and 2, and if they do well enough maybe then q3 would be possible. I also disagree with all those characters being playable, there was already way too many party members as early as q1, and in that game they didn't level when they weren't in the party.
