the thing is they justified it internally as most of the assets that were made were used in the upcoming games but it still sucks like gta 4 brought stuff forward to five but wasnt canned for it and what a time it was when game companies actually had a time window to release games nowadays they keep spamming online updates and 'delayed for another year'

I'm 100% sure Rockstar would not make a Bully 2 because the dark history of underaged kids. There I said it. They literally put it right in front of your face. GTA V's Liberty City mod is not a mod. It was the scrapped Bully 2 project. And it was code named "High-Five" an official GTA V: Expanded and Enhanced DLC. From what I know about the project. It was supposed to be something like Bully but with a GTA V twist to it. Which means it was supposed to have a Mature rating instead of a Teen rating.
