Every panel is rated for at least as many circuits as how many the breaker spaces in it. This panel is rated for more as it has designated spaces for tandems.

Are you referencing the breaker capacity? Never heard of a panel being rated for 80% of use.

How in your mind that house is going to burn down? Even if the main breaker was only 100A. Don't you think it would cut out the power before the branch circuits pull more than the service rating?!
