They make the hiring process so difficult that it discourages people from applying. Not to mention the pay for most of those jobs lacks behind the private sector.

Multiple reasons 1) you have to apply to 90 to get an interview even if "highly qualified" 2) pay is 30% lower than private sector which is detrimental in coastal cities 3) the idea that you have to "start over" on things like time off (really?!) 4) lack of flexibility/telework options.

Problem is the internal hiring processes unique to individual organizations and how nepotism ties in. Also lack of proper developmental programs - If a person studied language and culture OCONUS his entire life - Dont place them in a role that doesnt utilize their talent.

Fully Agree. Usually the old GG-14/15s who continue to loiter around providing no wealth to their organizations or more junior personell - yet these fossils want to be seen as the Boss. Us younger folk just want to work and develop!
