A cow is never feeding. A cow is eating, a farmer can feed a cow.

Cows have specific nutritional requirements depending on age, physiological status etc. How to achieve those nutritional requirements depends on whats locally available and their respective nutritional profile informs the inclusion rates/feeding regime. Just to put more emphasis do you believe that a farmer with excellent maize silage & lucerne will feed same dairy meal quantity as farmer relying on boma rhodes hay or nappier grass?
