Yes Pakistan or any country can use them.But i warn ,no rebel groups can hurt democracy in India. Previously, Maoist/Naxalites could have thrown Indian Democracy in 1970's-80's.Currently, they are trapped between the ideologies and losing cadres.

What is the point in having dialogue with Pakistan? Any agreement with them can be violated by them. Example: ceasefire violations are happening despite an agreement is existing to that effect from 2003.
