That is not true. There are different levels of skill in expression, technically, knowledgeably, emotionally conceptually and intellectually. Now as far as comparable expertise goes there is subjective TASTE, surely.

Actually I've come to realize that taste is actually a skill in music also. Sort of. There is also such a thing as learning to listen or listening skill.

+intervalkid -- that is actually quite a profound statement. Most people are too lazy to learn something new. Consequently their "tastes" in music, art, movies etc stay at some infantile level. I consider myself very fortunate for making it a policy back in high school to constantly challenge myself to listen to difficult music. That included obscure classical stuff.
