This Erlcliff is DIFFERENT from the Erlking we fight in canto 6. We can see it via their possessions. Erlking’s Dullahan features a more horse-like structure, while Erlcliff’s mount resembles more like a wolf. The sword that Erlking wields is red while Erlcliff’s is purple. His Identity Story also mentions hacking off the arm of the young master, which points to Edgar Gregor as he mentioned having his arm getting destroyed by a “wolf” and having it replaced with his bug arm, implying that he comes from a different mirror world. Basically, Erlcliff heavily resembles Erlking, but they are still technically two different entities.

Only rags, I believe. S3-2 costs 15 sp on use when mounted, so his SP is always -30 thanks to rags. However, the S3-2 also heals 2 sp for every sp below 0 after use, which is why that +60 sp appears. I think the text says it should be capped at 50 sp though, so maybe it's bugged and accidentally uncapped.
