You are also forgetting one fact: unreserved category seats are for all. In west bengal primary school service exam, 70 percentage of unreserved seats went to OBCs. In total, they got 70 % of unreserved seats + 27 % of total seats as a quota. That's a huge number...In total they got around 65 % seats. If every community wants their share of seat population wise, then it is better to remove unreserved merit based quota. Just implement population based, community-caste based quota....

@MayankTrivedi2 The way I see is, backward classes like tribals have less chance of good education so definitely they are not going to do as good as other people with good resources. Giving them a lower cutoff might help them get a chance for good college good job and their children get good life. Here 1st gen reservation can come into play like once you have equal opportunities you are shifted to general category. Once people from each community are present in all levels of politics and government. Because I think if only 1 community holds power there is high tendency for them to be biased for their community at some point. Saying it for both upper and lowers castes.

You forgot to mention one VERY IMPORTANT FACT that a reservered category has technically the benefit all seats of General (Upper) Category. This is possible and does happen if they qualify with higher marks exceeding the cutoff of general category, then they automatically get the seat of a general category. This overall reduces the general category seats for genuine general category aspirants.

Oh and thanks to EWS reservation (which is just for namesake as 90% Indians qualify for it) General category students get an upperhand in many exams and jobs For 15% of General category population there is 10% reservation but for 63% OBC population there is 27% cutoff. I am also from Bihar, from a backward castes dominated village, I would like to mention that my village has 7 goverment schools(including 4 KANYA PATHSALA) but the reality is that only about 10% of the students goes to school regularly for studies because majority of the teachers remains absent daily. Most of the teachers that work there are selected through reservation who don't even know the english vowels. I feel really sad that the peolpe have selected a backward caste CM for many years and still getting no result. Our village MUKHIYA also belong from an extremely lower caste.

Well, it is difficult to understand... If OBC reservation is 27% that means other cast can apply only for remaining 73%. But OBC can apply for 77% right? So if this quota increased to 62% then OBC can apply everywhere but others can only apply to 38%. Here ST SC are hurdles for OBC right? Cause only place where they can't involve. Also lets understand privilege card : So you are saying if someone is learning with best teacher and other didn't had good faculty, then how to decide who is privileged and will other get reservation. Lets take example of job: For same job in villages someone is paid 5000, but in city he gets 50000. Then what? Might looks like foolish argument but think with open mind. ​ OBC is class based not caste based that's why never concentrated vote. OBC full form other backward class not caste. First learn educate then comment. Even Brahmins, rajput, kshtriya, baniyas also come in OBC in many places. In bihar baniya come under OBC, which counts around 8% adding them and other swarna in OBC bcz there was no OBC before 1990. So adding all of them take swarna upto 35%. Reason why OBC vote never concentrated

Thanks for bringing out the details. Perhaps a good policy for reservation may be the following: Look at details familywise. Restrict reservation to first generation learners in every community. Define first generation learners as people whose parents are NOT graduates. Nevertheless, it is not clear if this will take care of the social backwardness despite economic forwardness -- where the society continues to prevent people belonging to OBCs from being part of social functions. I have seen in Chennai that many a time people belonging OBCs are seldom invited to upper caste functions. Another issue is the representation of women in all walks of life. I think this also needs to be addressed simultaneously. As Manu said "Women and Shudras" need to be treated on par, even in upper castes!:(

You are missing the first point itself, Reservation is caste based not class based. Let me ask you this, how many of this SC/ST, OBC who have misused reservation or used it multiple times, How many of them are in the top most Constitutional positions? Honestly I think reservation shouldn't be there. I know this is an unpopular opinion but such policies would only create more divisions. Of course inequality exists and there needs to be effective measures to address those but I don't think reservation is the right way. Then again I know that reservation can never be stopped but at least it should not be increased further and instead more focus can be given on changing the ground reality.

i always say this and will say again, caste based reservation is not a poverty elimination scheme, it is given as an attempt to reinstate the equality that otherwise can never be achieved (it is still not able to serve its purpose) whatever a dalit does, whatsoever he manages to become HE WILL NEVER BE ABLE TO GET RID OF THIS ONE THING THAT IS HIS CASTE. If upper class is getting benefits of reservation 10% to 15% people only and obc st sc are getting lower reservation (27.5% to 63%) according to their number by that logic their cut off must be higher than the general/ews category.
