Half-hover race. The front of the vehicle is supported by hover pads, the rear is wheels. Engines only (except for the last place boosters), so you have rear wheel drive and no front traction. If you want to make it even more fun you can ban steering gyros so people have to get a bit creative. maybe have a single rear hover pad so you can "skim" over small water obstacles if you have enough speed, but no water propulsion (unless you are in last place and have boosters, which might make for an interesting strategy...)

personally i would add 1-2 more dynamite blocks to the torpedoes and give them a timed trigger to detonate, i.e, the controler clicks say left mouse button, then with a 3-5 second delay, it goes off.
