Yes, it would seem that Section 3 of the 14th Amendment states that anyone who engaged in "an Insurrection" cannot hold any Office in the United States. But when the SCOTUS had the Opportunity to "interpret" the above for the FIRST time, it came down on the side of TRUMP. As President Jerry Ford said about 50 years ago: "The Constitution means whatever a Majority of the Supreme Court SAYS it means".
