I find it interesting you’d use the Viktor MSAgent as a test example when he was actually used in place of the question mark on HP Pavilion systems during the OOBE process, not to mention the actual unique pages designated for registration purposes before they’d launch a custom app to do that at first boot starting with Vista/7.

@@austinthedvdking9817 No, it's not a Speakonia voice. Speakonia's only a text-to-speech program that allows you to use that voice as well as others. Microsoft created that voice for Microsoft Speech API (4.0, I believe).
