I tried a few of your restart solutions, but the one that finally worked for me was the CMD solution in the Task Manager File. It identified and repaired some corrupt files, which did the trick. I'd started to give up hope, but Voila!. I really appreciate your advice and I'm a happy bunny now.

You are a legend. I had a brand new tower built with Windows 10 about a week ago and the issue started 5 days after I got it connected. Windows 10 is crap, give me Windows 7 any day. I spent several hours over several days searching and trying dozens of fixes and had a few meltdowns doing it because nothing was working. Luckily the safe mode restart fix got me my taskbar and start menu back and I am so glad something finally worked and that it was even something really easy. Thank you so much for making this video!
