Okay, WOW. This character is so much fun -- and definitely super broken. He's a great short-medium range DPS with good damage output, decent utility + CC, and OH MY GOD that ultimate lets you pick off enemy teams one by one.

After seeing this I need a winter soldier game. A lot of action with a hint of horror sorta like indigo prophecy. Punisher’s got raw firepower but WS has crazy utility and frankly this nutty ult sort of makes up the damage difference too. When mastered this is very nerfable. Punisher can always be tuned down in numbers and dmg output and he’ll be fine. WS could be a problem and a real balance nightmare

good fix would be: Grab Hook has longer cool down and can grab one Target only. Ultimate changes to: When killing a target his ult rechages for 20% more. Ultimate reset is way to broken.

I think the Ult needs to be made smaller, and probably tone the damage down. Having a giant circle that one shots that you can do over and over is craaaazy, especially cause he moves so much during it too. I'm curious how it interacts against Cap shield though, if Cap can kill him with it, or if he just goes through since it doesn't seem like a projectile. Rest of his kit seems okay tuning-wise, but it's crazy he's basically Magik with a gun lol.

I'll be honest not sure if I see that as a broken ult. If the enemy team lets themselves die to it, sure, but the same could be said of Wanda or Iron Man's ult which can team wipe if the enemy team are hugging the point too hard. It's just a little more piecemeal about how it goes about that team wipe.

It most likely is a Hydra upgrade due to the fact that he has the red star on his arm which he only has while he serves hydra. But dialogue between Captain America and Winter Soldier while they are on the same team suggests that he’s not mind controlled.
