They expect an attack on their nuclear installations. It's not only logical but also responsible to shut them down to avoid radioactive material getting released when hit. That's the part nobody is talking about. Hitting these installations can also cause a nuclear catastrophe comparable with Chernobyl. It's not something that we should take lightly. It will not cause a nuclear explosion, but it can blow radioactive materials into the atmosphere and/or surrounding area. Once the genie is out of the bottle, it's hard to put it back in. We don't know where a nuclear cloud could go and what consequences it might have for people living wherever it comes down.
