No actually the government says it's legal and doesn't need any license or tax. But the cops are ignorant of the actual law. All it takes is one Google search for mobility scooter and that exact model comes up with all specifications including its speed capabilities.

No, it's because everything to do with scooters from vans, to parking spaces on trains, to aisles, doors and ramps is designed around a set of specifications. He no longer qualifies as a scooter due to his size

No they have, are you listening it? He has to register the motor vehicle, get it plated, and insured; the registration is when they tax you. The problem is his motor vehicle doesn't meet federal standards, it hasn't been crash tested, it's not a safe enclosed motorcycle/scooter. You CAN legally drive enclosed motorcycles and motor scooters on the road. They have to pass federal regulations on motor scooters; you can enclose them too that's fine. But what this company did was try and carve out a loop whole by abusing the mobility exception which is designed for small very slow moving vehicles by slapping a cabin on it. You can do that with motorcycles because motorcycles are already road legal. That 2mph BS? It'll cause accidents, it'll cause congestion, it'll cause more problems them it's worth. The government has free transportation programs even in the most rural parts of my state, even if his doesn't he lives in town, take the damn bus.

This company took an existing mobility scooter frame and motor, approved by the ADA, and put a cabin on it. The same speed, and the same width; nothing else has changed. That is all this is. Everyone losing their minds over aesthetics...

@@DistrustHumanz that is much larger than other scooters. Mobility scooters are barely bigger than the chair that is twice as wide and at least twice as long as any other scooters. It's not just looks a true Mobility scooter can be used in stores and other businesses there is no way that thing is driving around a store or restaurant

@DistrustHumanz The issue doesn’t appear to be the aesthetics but rather ~where~ it’s being operated If it’s indeed classified as a mobility scooter, then it belongs on the sidewalk/pedestrian paths and would then NOT need license or registration to operate If it’s classified as a mobility scooter and being operated on the roadway, then that’s going to get you cited and/or towed as it’s *NOT* a motor vehicle intended for roadway use He said himself it only goes up to 18mph, so even on the slowest local road we have in town (20) it can BARELY keep up with traffic and is therefore a road hazard If he’s trying to take it on any traditional road, it’s almost guaranteed a 25 zone and he becomes a safety hazard/road obstruction Keep it off the roads intended for cars and they shouldn’t be requiring him to have license & registration Not sure how that thing would be treated in a bike lane though… it definitely looks wider than a typical bike’s handlebars, but it doesn’t look wider than most bike-lanes I’ve seen… Hopefully they actually follow up with this story because there’s a lot of buzz about it

@@carolr7823 if it's not legal on the street or on the side walk then it's double jeopardy you can't be both not a vehicle and not a pedestrian all tickets will get dismissed I had a similar issues in San Francisco with a skateboard back In the whole skateboarding is not a crime era I got tons of tickets always got them dismissed some tickets for pedestrian on the roadways some tickets for interfering with pedestrians years later I found out I could have sued them for harassment would be easier now since we all have cell phones and cameras plus those tickets are proof of the harassment

I'm in the South U.S. and we have people that drive mobility scooters down to the grocery and to Walmart, all over the place and they drive on the shoulder of the roads in the bike lanes. Most of these people are older or disabled and unable to drive a car, and their scooters allow them to live self-sufficiently. The only difference between what they use and this man is that his is enclosed, which makes a lot of sense actually. A sudden downpour would be terrible to encounter on a scooter that's not enclosed.

Most grocery stores now have mobility carts for the disabled. Giant Eagle and Kroger in central Ohio have them.

He needs to ask the Department of Motor Vehicles to classify the scooter as a scooter and not a 'car'. Then present this information to the police department with a lawyer.

Getting written support is a *great* idea. The DMV isn't the right place though. A mobility scooter is not a "scooter" as defined by motor vehicle code. When used by a disabled person in the US, a mobility is defined by the ADA - federal law. The ADA is clear that mobililty scooters are not to be considered motor vehicles. State laws can't remove those protections. The might be a disability advocacy group that could help. Ultimately, he might need to file a complaint against the police department via the DOJ.

Lol what? All motor vehicles on the roads including motor scooters and motorcycles must be registered, plated, and insured. You can buy what is legally a motorcycle/scooter that is enclosed and legally drive it on the road no problem. Lots of companies make those vehicles, they also make sure they're road legal and compliant with all motorcycle/scooter laws. This 2mph scooter is DANGEROUSLY slow, it is wide making it hard to go around if there's traffic in the other lane it's impossible. So it's a safety issue, it's a road rage issue, and it will cause congestion all because he thought he was clever and found a loop whole around the BS the rest of us have to deal with. Take the bus, use government disabled transportation offerings, take a lyft or an uber. Buy a ROAD LEGAL enclosed scooter like the Apterra. But don't act confused when you're snail-mobile gets pulled over and you're told "this thing is in no way, shape or form, legal to drive on public roads".

Make a law for everything. That's how freedom works, right? Wait until they make it illegal to be poor, injured, and on disability. More authority equals safer streets. Right? Are you 8 or just the most ignorant person I've ever met? Bike's aren't motor vehicles, once you strap a motor to a actual bike depending on if it has more then 750w/1HP in most states (that's usually the cut off) then it has to be treated like a motorcycle or any other road legal vehicle. It also means if you're caught driving it down the sidewalk you'll get your license revoked, the vehicle impounded, etc. If the thing is below the motor limit then it's still a safety issue on both sidewalks or roadways. It'll take up the entire sidewalk, what happens when two of those things meet head on, someone going to drive their fat arse onto my lawn to go around? I will come out tip it over, and kick the crap out of you for trying to drive an ATV on my lawn. People don't want people driving down their lawns, people don't want 2mph motor vehicles causing congestion. We have laws and regulations around what you can and cannot drive for a reason. You also can't drive your golf cart down public roads. Not unless it's registered, plated, and insured. Bike's are special because they're human powered, no motor means no registration required. If he wants to adapt this to peddle power go for it, but I suspect he won't considering he's disabled.

In my town there used to be an elderly gentleman who drove a lawn tractor everywhere, winter and summer. It had a thin plastic enclosure tent. He did have a triangular slow moving sign, though. Not every place has handicapped-accessible sidewalk ramps, and not every sidewalk is always passable.

You set it in the speech. License registration is used for any vehicle on the road. But that's not true. Bicycles don't need a license and registration. E bikes don't need licenses and registration. Electrical Wheelchairs don't Need Licenses and Registration All of these "vehicles " don't need licenses or registration and are allowed on the road. This is an argument they will lose because of the disability act. It is an approved disability vehicle. It is not supposed to be used on the sidewalk. It's supposed. To be on the road on the side, like a bicycle.

Like all Motorised Electric Mobility Aids it belongs on the Footpath and not on the Roadway. And when the Footpath is not available it should be on the adjacent Roadway travelling towards oncoming traffic (country code for Pedestrians). That’s how I use Mine, since 2010.

Wrong. It looks like he got it from Green Transporter Q Express Electric Mobility Scooters which sell custom mobility scooters like his. All you gotta do is Google it and you will see that different companies make mobility scooters that are designed to look like cars PS powered scooters and other road ready mobility scooters can go anywhere from 15 mph to about 20 mph

That vehicle is too slow for other cars. And a lot of angry drivers would get mad! I kind of agree with the police. I do feel sorry for him. But those scooters are very dangerous to be in. Road rage would kill him instantly. No regrets. 😢

I agree with the police. It's a danger to him and others, and should only be used off road like a sidewalk, or on the very edge that is not in the path of traffic. He's being unreasonable, and not looking at the laws. He also shouldn't take that into a store because his view is impeded, and he could harm anyone without realizing it until it's too late. Imagine him turning on an isle in that thing and clipping a small child, and that child going down and being ran over. That is a very real possibility.

Do you realize that many areas of cities and towns have no sidewalks or cutouts so a wheelchair or mobility device can allow one to go from sidewalk to road and vice versa ? And yes, mobility devices are allowed on streets. Not talking. About roads or highways.

For a mobility scooter, it looks like it can be mistaken for a car and I can see why the police kept giving him problems over it. There aren’t many scooters out there with an enclosed drivers seat and lights on them.

@@tomwillis9051 The Q web site claims a 13 MPH top speed so this limits him to posted 20 MPH or slower ( unless a neighborhood has a blanket 20 if a road isn't posted ) I could say that it is reasonable to allow him to drive on the shoulder of a interstate if he is going between 2 exits less than a mile apart because there are not any side roads between the exits. " Reasonable " means NOTHING when it comes to the ADA, look at the lawsuits for something like having a mirror 1/4 " off of the spec dimension.

If a horse and buggy can travel the side roads with no license plates I think you are going to be HARD PRESSED to get the courts to say horses are allowed but the Disabled are NOT Allowed..

Mobility scooters usually are able to go indoors. What happens when you bring that thing indoors? I think maybe it's just the bulk of it. If it crashed into someone it could do some serious damage.

If the scooter is ADA compliant and the only thing that he did was add a shell to the top to keep himself and the scooter from being exposed to the weather than the government agencies are (in my personal opinion) in the wrong. He needs to seek legal advice because this sounds like a discrimination against a person with a disability situation (I could be wrong).

When it's been cleared up at the precinct: *Get a certification from the cops of what your scooter can or can't do on the road *Get several pictures of you, your scooter, and any of the cops *Have them laminated and put in a binder including the precinct's number. You need several copies.

Unfortunately, the 18mph speed puts it over the 15mph speed limit for the definition of a mobility device, according to Rhode Island law. But Rhode Island also affords the city to enact laws governing those devices use on roads as well. So, local laws may be different.

I am so confused motorized skateboard-styled with a t-bar people stand on are allowed on sidewalks and the streets. Ebikes are allowed both on sidewalks and the streets. Some e-bikes can go 25+ mph and are not registered. My community has a lot of golf carts allowed on the street, most are registered and some are not.

Supreme Court has ruled that only commercial vehicles are required to have license plates. No I'm not going to site the case's. But there are some who have challenged tickets using the constitution and traveling as there arguments against needing plates and won there case.

This is not a scooter. It can even be upgraded with a steering wheel and foot brakes for 300$. It has power windows, heater, radio, bluetooth, remote, disc brakes, defrost and windshield wipers, LCD dashboard, LED headlights and turn signal lights, a camera for reversing, a sunroof, and room for 2 passengers (up to 550lbs). It can't be used in stores etc because it cannot turn tight corners. This is a mini car, NOT a mobility scooter.

They need to look at ADA, not DMV, should be covered under federal law pertaining to OPDMD, Other Power Driven Mobility Devices. Doesn’t matter how fast it can go but how fast it is driven. Call US Access Board.

Ada defines mobility scooter as class 3 up to 8 miles an hour. Also needs to fit through doorways and fit on a city bus. This guy spent $8,000 on something he didn't know he could drive

@@johnengland8619 This is classified as an OPDMD - other power-driven mobility device. A disabled person's right to use it is protected by the ADA. The DOJ also states that it doesn't matter how fast a device is capable of going if it's not being used at those speeds.

The cops department doesn’t make the law regarding the scooter. When the state comes back and says he can ride it and do whatever then the cops will find a way to retaliate. He could ride it on the sidewalk and they could do nothing about it.

This is 2:06 why you need to do some research before buying unusual mobility scooters and cheap Chinese made electric vehicles. There are extreme inconsistencies in the laws and how they are enforced. Even if this gets a pass from the DMV, how is it insured if it causes a road accident? Could the driver be sued if he hits a car? That it is slow does create a potential hazard for vehicles and states need to work out rules and requirements.

Anything used to assist a person with a disability is a mobility aid even if it’s designed for able bodied persons, ie a Segway used by a person who can’t sit due to a disability. However with that said on roadways these mobility scooters are far less visible so my first step would be to not go on roadways but stay on sidewalks and pedestrian paths and have flags and his vis tape and any other recommendations by the police to aid in visibility and parking. Adaptive aids are changing everyday laws are much slower to change. Contact also your local disability rights agencies to for help advocating. Here so many people have bit hit injured and killed on mobility scooters. Be safe.

A van helps people get around. They are registered, like any vehicle. If it is to help when you normally walk, stay on side walks. Thats essentially the same thing as a gold cart. You can't take a golf cart of the road.

I carried my oldest child while walking, as I was still able-bodied when she was little. Disabled people are allowed to have equipment that allows them to do what their disability impedes. There's a problem when we spends $8,000 on a wheelchair or scooter to continue to function normally, only to be told we aren't allowed to carry our kids or our groceries.

@@AnoraJohnson A mobility scooter ( according to the net ) has a typical top speed of 4 MPH , his 18 MPH. Mobility scooters are small footprint allowing them to go where a person can WALK . A compact scooter is 20 to 22 inch wide / 30 to 42 long A full sized scooter is 24 - 27 inch wide / 45 to 60 long The Q Runner is 46 inches wide / 90 long See the differences here ? This is a small car.

No mobility scooter should be allowed on the road other than neighborhoods! Use the sidewalk and other ways that bicycles get around! Hell, I ride an e-bike that goes 30 mph, and I don't ride it on any road with 35 mph or higher! Then I ride the sidewalk! If there is no sidewalk, then I don't take that path.

Simple fact, Police don't want to give up control. And the State doesn't want to lose your Fees that come from registration, tabs, insurance and licensing if other people do the same.
