This type of situation happens when the owners are not being smart, while being responsible dog owners. I always say and try to be 10 steps ahead of a situation like this to prevent it from happening in the first place. There is no excuse to not have your dog on a leash while walking it through somebody else's property or in public. And it is the owner's responsibility to make sure that whatever leash, harness or collar they are using fits and is used correctly. And that the animal cannot back out of it or become loose.

don't run, it activates predator chase response...dogs are barely a step away form WOLVES. you pick up your yippy dog and turn so your side is towards the large dog but it'll most likely jump at the yippy dog. besides, you can't outrun even a small dog, certainly not a larger one. won't stop you from being bitten though. use a purse/bag or whatever you can to shield yourself but don't scream, kick, punch, and don't run. advice I've seen is to turn sideways, fold your arms and try backing away slowly and saying "down", "no", "sit", "back". if knocked down shield your neck...and pray the owner is close by and will come get them

Reminds me of the first time I heard a Georgia woman in NY, saying, "Y'all come back now, y'hear? I'll see yuh tomorrah". Soft as the southern sun. I totally believe the Plaintiff. This is an irresponsible young woman. A GSD is not for an inexperienced owner, and is a high maintenance dog, needing consistent training, a lot of exercise, socializing, and a job to do. These kids or families get them and keep them in the backyard and out for a trot once in a while around the block. This creates behavior issues, frustration, lack of leadership and an insecure dog or an alpha dog. Very bad. Poor dog ends up on death row, while girl gets another one with zero consequence. The dog should be in rehab and the girl should be in jail. That is the lesson to learn.

It is not "impossible" for a dog to slip it's collar Judge Judy; it's actually quite common. All depends on your dog's size/shape of their head in relation to their neck. When I first adopted my dog I think it was the third walk he slipped his collar; he reversed right out of it like some Houdini. And, that's how I came to find out about martingale collars. It's 2 loops of nylon opposed to the standard one loop and they're made specifically for dogs with little peanut heads (narrow) like my guy. They can't slip those. Having said that, this girl is still 100% responsible for her dog -- even when it slips its collar.
