i dont think tim did at this point, but i think lucy did have a small crush on him - which explains why when tim 'confessed' his feelings for her at the hotel she was hesitant to say it back, because he rejected her in the past even if it was a joke - she probably remembered that and wasn't going to say it until she 100% knew tim felt the same and since tim didn't straight up say he had feelings, it explains why she said what she said
