Yes you can, actually the cording foot is the same as a couching foot, it's just a different word for it.

Can I use a t-shirt stabilizer instead of a stiffer one?

You can probably get away with it, we just recommend a stiffer one as it helps a little more.

All the ones shown in this video, but don't feel limited. You can use any medium weight top thread with any thicker couching thread for this technique. Just experiment and have fun :)
