I'm a native maldivian from what I know the bioluminescent or ("reddan" something like this, maldivian name ) usually are seen after a storm because there confused after all the shaking by the rough waves and washed up at the beach. I already seen a lot of this when I was a kid but now it's rare. You can still find them though got to have the perfect timing.

Good video thank you for posting it. I have seen this happen many times in South Florida and did a night dive where I was surrounded by bioluminescence. The bioluminescence I saw was green in color and its one of the most beautiful things I have seen.

I experienced this once as a kid. My dad told me it was magic. I remember jumping on the sand and it glowing. It reminded me of the scene in avatar when the avatars were walking across the glowing trees in the sky.
