This is a video timelapse of the intersection of Woodbine Ave & Cosburn Ave.

The cycle length is too short, which backs traffic up on Woodbine Ave.
Currently, the total cycle length is 70 seconds (and during rush hour, it's 90 seconds).
The leading pedestrian interval for Woodbine Ave really does not help either. It should really be changed to a leading through interval.
Woodbine only gets 20 seconds of green time out of 70. A leading through interval would increase green time to 25 seconds.
In my opinion, the cycle length should be increased to 90 seconds outside of rush hour periods, and increased to 100-120 seconds range during rush hour.

A similar issue exists at some intersections in Downtown Vancouver, where they have fully protected right or left turns due to bicycle tracks. Their standard cycle length is 65 seconds in the downtown core, which is fine for a basic 2-phase intersection. But it’s too short for intersections with protected turns, as there is basically no time left in the cycle for the turning movements. Victoria seems to use a 75 second cycle length in the downtown core, which is better. Although there is an intersection (Douglas at Burdett/Humboldt) that has an advanced left and protected bicycle phase, which results in the side-street only getting a 15 second green. No dedicated turn lane either so if anyone wants to turn left, then only a car or two makes it through per cycle.

I know this intersection pretty well. A better solution would be to get rid of the eastbound left turn phase. You can see from the timelapse that it's not needed. There's more capacity on Cosburn than needed, and not enough on Woodbine. Woodbine gets through Mortimer just fine, and that's the difference. It worked fine 10 years ago, but it didn't look like the signal were reviewed when the bike lanes were added on Woodbine, taking away half the through capacity.

I only saw the eastbound left turn phase being needed during rush hour, and sometimes weekends. Even if the eastbound left turn phase doesn't come on, the additional time still goes to Cosburn. Without the eastbound left turn phase activated, then yes that additional time should be transferred to Woodbine just like how much time Woodbine gets at Mortimer. If left turn phasing stays, then the cycle length would have to increase to keep the percentage of green time for Woodbine the same or higher.
