The "Extremely Dangerous" in the title is for the working conditions, not what they're working on. (Smoking in a building FULL of sawdust, no steel-toed boots (sometimes just bare feet!), not using a respirator or dust mask (face rag doesn't count), and stops using safety glasses about 1/3rd of the way through)

It's just there for control. It's a little dangerous to have it that close but generally with tools period you have more control the closer you are. Kinda like writing with a pencil...if you hold the pencil at the eraser it's 10x harder to control the writing when compared to holding the pencil tip. Same with a gouge. If your using a gouge and your hand is 6" from the tip it's less precise than holding it 2" from the tip
