The interpreter cannot address the respondant unless the Judge asks them to. Usually the presiding judge would ask the interpreter to address the respondant in few sentences to make sure they both understand each other.

To be certified it's more who you know than what you know. That's from a certified interpreter.

I beg to differ. You don't need to "know" anybody. But you do need to demonstrate your knowledge and interpreting skills by passing both the oral and written examination in California.
