What are the limitations on on board user program Does Mentor Mp have on board program I want to automate a mechanical gear cutter with onboard program and some IOs to control the machine

Is there no way to upload the onboard program deployed by a unknown developer to MCS from a drive?

Hello- no, there is not. You are not able to store source code on any of our drives. That will require that the program be deployed onto one of our MCi Machine Control Modules.
