Happy to have a LOL at England and France but it's actually quite common for top seeds not to qualify. Look no further than Italy for WC 2022. There was Netherlands, Wales and Romania in WC 2018 and Netherlands, Greece and Bosnia in Euro 2016.

Strange Yugoslavia were not top seeds world cup quarter finalists at italia 90 and qualified for euro 92.

Seeds were done different back then. Ireland and England Qualified for Euro 88, and World Cup 90, but both of the teams end up in the same group in Euro 92 Qualifiers.
