Yeah no problem dude, anytime! On a real note I had no idea what's wrong since thats supposed to not happen. The error happens when it doesn't register a block is there, which means your using the wrong brush type. Idk how that's happening because of the lack of information given to me so idk.

if you are not trying to do this on a world you already playing in, do it with world painter, it takes like 1min.

Why can’t I use the “shears” tree tool or use the fill command with the wand to make grey concrete or some blocks

well the item itself isn't the tool, the brush command/tree command makes it the tool, but as to why you can't use it, make sure that you are holding any minecraft object in the game, such as the tools used, to make the brushes.

I never did brush snow. Look back at the tutorial at what I did lol. Everything I did is available in 1.12.2

Try to see if it's typed the exact same way WHILE holding an item. Because you could've not been holding an item.

There is probably a config you can change, but I wouldn't know it. Usually I manage fine with that brush, but I'm sure you can find something online.

This is a Java world using the worldEdit mod pack. You can (i do it) world edit on MCPE using Worldbuilder addon by Oreville. The smoothing brush, it terrible, but the melt brush does a much better job at smoothing. The add on is only $4.99 and worth it if your a creative player.

Yes, you make the brushes out of any tool or item using commands like the video shows. Go back into the video, hold out an item, and use the command.
